An arms race to?
When President Regan took office he began an aggressive campaign to build the military. Back then the Soviet Union was on the brink of financial collapse and President Regan and his advisors knew they could not afford to keep pace with the US. This daring strategy worked as the Soviet Union did collapse, the Berlin Wall came down and capitalism defeated communism.
